Andrea Silvestri has over 30 years of experience in tax consultancy and litigation, advising on a wide range of complex and high-stakes tax matters.

He counsels leading Italian and international groups, as well as private equity funds, providing tax advice and representation in disputes, often involving issues of significant complexity and value. His advisory work includes corporate and VAT matters, international taxation, mergers and acquisitions, corporate reorganizations and private client issues. He also assists corporate groups in joining and managing the Italian cooperative compliance program.

In the field of tax litigation, Andrea represents clients during tax audits and settlement procedures, as well as in proceedings before the Tax Courts, the Supreme Court, and the Constitutional Court.

He founded and developed the tax department of a prominent Italian law firm, where he was a partner for twenty years. In 2023, he joined Legance with a team of 18 tax professionals.

He graduated in Economics at the Università “LUISS – Guido Carli” in 1991 and completed his studies with a degree in Law (1995) and a PhD in Tax Law (1998) at the La Sapienza University. In 2001 he completed a “Master of Laws” (LL.M.) in Taxation at Boston University and in 2017 he obtained the “Certification in Corporate Governance” at Insead in Fontainebleau. He is admitted to the Bar, a qualified Chartered Accountant and is a member of the Register of Auditors.

Andrea is an Adjunct Professor at LUISS Business School in Rome, where he teaches Strategic Tax Management. He is a frequent speaker at both national and international conferences and contributes regularly to leading Italian and international tax journals, as well as to the national press.

He is the author of “Nuovo Fisco, Nuova Europa. Lo scenario fiscale in un mondo meno globale” (2023) and “Il fisco che vorrei. Una nuova politica fiscale per far ripartire l’Italia” (2018), both published by Franco Angeli. He also edited “La riforma fiscale 2024. Riflessione sui temi principali”, published by Giuffrè (2025).

Over the course of his career, Andrea has received numerous national and international awards, and he is widely recognized as one of Italy’s foremost experts in tax law. He is ranked Band 1 in Chambers & Partners’ European Tax Guide and is listed in the Hall of Fame by The Legal 500.
