The 2014 Stability Law gave the Minister for Economic Development the power to define the conditions and methods for the implementation of a system of remuneration of production capacity capable of providing adequate flexibility services, to the extent strictly necessary to ensure the security of the electricity system and coverage of the needs of network operators.

Following ARERA’s positive opinion, the ministerial decree was approved and entered into force on 30 June 2014.
The evolution of the energy market has confirmed the essential function of conventional power plants as a stabilising factor. In this regard, the transition of the current capacity payment to the new and wider capacity market will have to be assessed.
