Giacomo Testa is an expert in Public and Administrative Law with a focus on Public Contract,Public Service and Transport Law, both in transactional area and in litigation before administrative and accounting justice bodies. He assists, on an ongoing basis, various contracting authorities in the structuring and management of tender procedures, as well as numerous national and international operators in participating in public tenders for the award of contracts and PPPs, in ordinary and special sectors.

He carried out a traineeship at the Avvocatura Generale dello Stato and liaised with certain public institutional bodies, such as the Ministry of Defense and the Ministry of Foreign Affairs. He also worked as trainee for the inspections and ROC Service of the Italian Communications Authority (Autorità per le Garanzie nelle Comunicazioni).

He obtained a Ph.D. in Public Law at Università “LUISS – Guido Carli” in Rome and collaborated, in his quality of expert, with the Chair of Administrative Law at Università “Federico II” in Naples.
