Francesco Mataluni specialises in public law and administrative law, with a particular focus on public contracts and public services.

He provides his assistance – both in terms of extrajudicial assistance and consultancy and in terms of litigation before administrative justice bodies – to numerous public administrations, as well as to the main national and international operators in the sector. In particular, he supports tendering bodies in the preparation of public procurement procedures and various companies in their participation in such procedures, aimed at the award of tender, concession and PPP contracts, both in ordinary and special sectors.

In the course of his professional experience, he has provided assistance with regard to issues relating to public contracts and national and local public services following numerous company transformation deals of entities holding public contracts.

He practised law at the Avvocatura Generale dello Stato, where he defended various state administrations.

He has also acted as external legal advisor to a joint interprofessional fund, assisting it in the management of public procedures as legal advisor to the tender office.

He obtained his PhD in ‘Law and Institutions’ at the Università degli Studi di Torino and collaborates, as an expert in the subject, with the chair of Constitutional Law and the chair of Law and Regulation of Public Contracts at the Università LUISS ‘Guido Carli’ in Rome.

He has also written several publications on administrative law, with specific reference to the field of public contracts.
